Procedure

Request from municipalities
  • Municipalities submit a reasoned request to the Minister for Local Government
  • Justification: economic/tourism potential or presence of non-owner occupants

Proposal from the Ministry
  • The Minister reviews the legality of the request
  • Proposes to the Council of Ministers the designation as a "development zone"

Proposal from the Ministry
  • After Council of Ministers approval, the area is officially designated as a development zone
  • Property registration by ASHK begins (registration, update, or correction)
  • Interested investment parties submit a request to the municipality

On-site verification (30 days)
  • The municipality verifies the declared surfaces
  • Checks the possession status of interested entities
  • Collaborates with ASHK and ATP to gather necessary information

Municipality decision
  • If conditions are not met: the applicant is notified, procedure is stopped
  • If conditions are met: public notice is posted for 45 days
  • Transparency for third parties — opportunity to present ownership claims

Approval from Municipal Council
  • After the notice period, the final list of 'non-owner occupants' is compiled
  • Land surveys are prepared
  • List is sent to the Municipal Council for approval (within 30 days)

Registration at ASHK
  • After approval, the municipality/occupant submits a request to ASHK
  • The non-owner status is reflected in the property record

Right to development permit
  • The non-owner occupant may request a development permit from AZHT (for all or part of the property)
  • Permits are approved even if the area lacks planning documents or if construction is not allowed
  • KKTU is the authority responsible for approving the permit

Request to purchase property at symbolic value
  • After development permit approval, a request to buy the property for 1 euro is submitted
  • Required documents:
  • • Decision of the Municipal Council
  • • Development project and permit
  • • Agreement with the investor (if applicable)

Review and contract
  • The Ministry reviews the request (30 days)
  • A conditional sales contract is signed
  • Condition: obtaining the usage certificate

Construction permit
  • After the sales contract is registered, an application for construction permit is submitted
  • The right to develop the property is formalized
  • Investment and project development begins
